Project Background

To meet its legislated greenhouse gas (GHG) emissions reduction targets, the Province introduced the Zero-Emission Vehicles Act (ZEV Act), which requires 100% of new light-duty vehicles sold in B.C. to be ZEVs by 2035. The implementation of zero-emission vehicle (ZEV) policy and programs are key to British Columbia achieving its GHG reduction targets and economic development goals.

This policy research project is focused on research and work that will directly inform the implementation of accessibility and reliability measures into the Province’s EV infrastructure policies and programs. The project aims to identify the challenges and opportunities for ensuring that public and private EV charging infrastructure remains barrier-free and reliable for all EV Drivers.

The project is to develop a policy report informed by the following activities:

  • Review of current government programs and policies related to EV charging infrastructure;
  • Analysis of existing research on EV charging accessibility and reliability;
  • Analysis of other jurisdiction’s actions regarding implementation of EV charging infrastructure accessibility and reliability measures;
  • Engaging with accessibility experts and interested parties, both internal and external to the B.C. Provincial Government;
  • Engaging with the EV charging industry; and
  • Developing policy recommendations to improve accessibility and reliability outcomes for EV charging infrastructure in B.C.

The work will result in an EV Charging Infrastructure Accessibility and Reliability Report that includes a summary of research, and policy recommendations for the Province of BC. The report will be used by the Clean Transportation Branch to inform policy and programs.

During the term the successful application will also be responsible for:

  • Preparing written reports, case studies, presentations and briefing materials as required, and presenting summaries of work completed at branch meetings and related government/utility/industry working group meetings.
  • Providing general support for activities related to Clean Transportation Branch policies and programs.

It includes the desire and ability to understand and respond effectively to other people from diverse backgrounds with diverse views.

Information seeking is driven by a desire to know more about things, people, or issues. It implies going beyond the questions that are routine or required in the job. It may include ‘digging’ or pressing for exact information, resolution of discrepancies by asking a series of questions, or less focused environmental ‘scanning’ for potential opportunities or miscellaneous information that may be of future use.

Initiative involves identifying a problem, obstacle or opportunity and taking appropriate action to address current or future problems or opportunities.
